QUI SOMMES-NOUS ?

Je m’appelle Audrey Dumée-Duval, je suis étudiante en Master d’architecture à l’ENSA Nantes-Mauritius et, je me permets de m’adresser à vous dans le cadre d’un projet ambitieux et d’un genre nouveau à l’ile Maurice.

Dans cette démarche, je suis accompagnée par deux architectes dont Maïti Chagny une architecte spécialisée en logement social et approche participative et Nicolas Paturau un architecte local basé dans la région ayant une sensibilité particulière pour les projets à dimension humanitaire.

Nous sommes motivés, engagés et dévouons la moindre minute de libre à ce projet.

QUELQUES MOTS POUR COMPRENDRE LE CONTEXTE.

Faisant partie de la cité construite dans les années 60 suite au cyclone Carol, se trouve cet ilot, avec sa maison d’origine fabriquée en amiante. À l’époque, l’urgence était au relogement des personnes ayant perdu leur habitat, aujourd’hui l’urgence est à la réhabilitation de cette/ces maison(s) en amiante – souvent abimées et donc néfastes à la santé des occupants. La famille vivant sur ce terrain s’étant naturellement agrandie au fil du temps, les enfants devenus adultes ont, lors des 30 dernières années construit leur propre maison à l’aide de structures précaires faites de tôles et de bois. À l’heure actuelle, 19 personnes réparties sur 6 maisons habitent cet ilot de 300m2, et ne disposent que de deux wc non reliés à une fosse pour l’ensemble des habitations et deux maisons ne sont pas alimentées en électricité.

Malgré les nombreuses aides que le gouvernement met à disposition, ces familles n’ont jusqu’à présent pas réussi à se reconstruire un habitat décent. De ce fait, nous faisons appel au secteur privé et aux individus pour nous aider à réaliser ce très beau projet.

QUEL EST DONC CE PROJET ?

Ce projet est à l’origine issu d’une initiative privée pour aider un couple à améliorer sa petite maison en tôle construite dans un ilot familial dans la cité EDC à Rivière Noire. Dès les premières rencontres avec ce couple et les membres de leur famille vivant sur ce même ilot et dans des conditions similaires, il était clair que toutes les familles présentes exprimaient une réelle envie d’accéder à une meilleure qualité de vie.

Le projet initial a donc évolué rapidement, et aujourd’hui l’objectif fixé n’est plus seulement d’aider une famille mais les cinq familles vivant sur ce terrain à accéder à des logements décents ainsi qu’à une sécurité foncière.

Ce projet est développé suivant une approche participative entre les différents membres de l’équipe de gestion de ce projet et les habitants. Le projet se veut un projet social développé en commun dans lesquels les habitants ne seront non seulement logés « au sec » et en sécurité, mais dans des maisons conçues par des architectes sensibles à l’existant, au style de vie des habitants et au contexte climatique tropical de bord de mer. Le projet intégrera aussi des infrastructures pour la gestion des eaux usées et eaux de pluies - pour l’instant inexistantes.

QUAND CE PROJET VA-T-IL SE CONCRETISER ?

Le projet a déjà débuté, et oui ! S’agissant d’un terrain en succession, nous aidons les familles à entreprendre les démarches nécessaires pour leur assurer une protection foncière. Pour cela, nous sommes aidés par un cabinet notarial privé qui nous offre ses services.

En parallèle, nous avons établi un relevé de l’existant et fait une enquête de terrain auprès des habitants pour comprendre leur situation et leurs besoins. Nous sommes actuellement à la phase de conception suivant une approche participative avec les habitants et les rencontrons régulièrement.

La construction sera entreprise par les habitants eux-mêmes et des bénévoles. Nous serons sur place tous les jours pour aider, suivre le chantier et terminer ce projet comme nous l’avons commencé – ENSEMBLE.

Notre objectif est de terminer ce projet avant fin octobre car la situation urge et nous souhaitons que ces familles soient à l’abri avant l’arrivée de la saison des pluies.

POURQUOI SOUTENIR CE PROJET ?

Cette initiative sera la première du genre à l’ile Maurice, visant l’amélioration in situ d’un ilot d’habitations précaires dans son ensemble. En contribuant à ce projet, vous n’aidez pas seulement une famille mais une multitude de projets qui pourront prendre exemple sur cette démarche. Elle pourra aider à développer un modèle innovant d’amélioration de maisons précaires répondant aux cas similaires dans cette cité et bien d’autres à Maurice.

Vous n’êtes pas seul à aider – Ensemble nous pourrons aller loin. Notre équipe consacre beaucoup d’énergie à la création de ce projet, nous essayons d’obtenir des aides de la part des compagnies privées ainsi que du gouvernement. Ces familles que vous aidez vont également contribuer financièrement, matériellement mais aussi humainement démontrant ainsi leur désir de s’engager et participer au projet personnellement sur le court, moyen et long terme.

WHO ARE WE ?

My name is Audrey Dumée-Duval, I am a student in Master of Architecture at ENSA Nantes-Maurice and I am here to speak about an ambitious and new type of housing project to be built here in Mauritius.

To develop this project, I am supported by two architects: Maïti Chagny, architect specialized in social housing and participative approach and Nicolas Paturau a local architect based in the region, also sensitive and involved in local projects with a social impact.

We are motivated, committed and devote every minute of free time to this project.

A FEW WORDS TO UNDERSTAND THE CONTEXT

This neighborhood was built in the 1960s following cyclone Carol devastating impact, with all housing units built with asbestos. At the time, the urgency was to house people who lost their dwellings, today the emergency is to rehabilitate this/these asbestos house (s) - often damaged and therefore dangerous for the health of their inhabitants and replace them with decent housing units. As for all the existing plots, the first owner of the plot and his family have extended naturally over time, second and third generation of children have now become adults living with their own children and have, over the past 60 years, built their own houses using very often iron sheet and wood poles. Regarding the plot where our project is based, there are currently 19 people spread in 6 houses over a total surface of 300m2.  There are only two toilets for all and no connection to a septic tank, and two of the houses are not supplied with electricity.

Despite the existing government schemes, the families living on this plot have so far failed to build decent sustainable housing units. Therefore, we make an appeal to the private sector and individuals to help us achieve this beautiful project to build new dwellings for them on site.

WHAT IS THIS PROJECT?

The original idea was, through small private funds, to help one married couple improve their small iron sheet house built on a family plot located in a vulnerable neighbourhood in Black River. Since the first meeting with this couple and their “direct” neighbours ie. family members living on the same plot and under similar conditions, it was clear that all the members of these families expressed a sincere desire to move forward to achieve a better quality of life.

The initial project therefore evolved rapidly, and today the objective set is no longer only to help one but five families living on this plot so as to access decent sustainable housing conditions as well as security of tenure.

This project is developed using a participatory approach between the project management team and the inhabitants. The project is a social housing project developed in collaboration which the inhabitants to not only build houses that will protect them from the rain and cyclones, but houses that will have been designed by architects with care considering the existing vernacular dwellings, their lifestyle and the conditions linked to a tropical climate on the western coast of the island. The project will also include infrastructures for wastewater and rainwater - currently non-existent.

WHEN WILL THIS PROJECT COMPLETE?

The project has already started! As this land is being shared by all heirs of the first now deceased owner, we are currently helping the families take the necessary steps to secure the tenure. For this, we are helped by a private notary firm.

At the same time, we did a survey of the existing buildings and made a social and economic survey to understand each individual situation and needs. We are currently in the design phase following exchanges and regular meeting with the families.

Construction will be undertaken by the residents themselves and by volunteers under the supervision of professionals in the field of construction. We will be on site every day to help, monitor the site and complete this project as we started : TOGETHER.

Our goal is to complete this project before the end of October because the situation is urgent and we want these families to be safe before the rainy season starts.

WHY SUPPORT THIS PROJECT?

This initiative will be the first of its kind in Mauritius, aimed at improving in situ a compound of precarious houses. By contributing to this project, you are not only helping five families but many potential similar projects that will follow this one. It can help develop an innovative model to improve the conditions of other families in this neighbourhood and many other all over Mauritius.

You are not alone to help - together we can go far.
